I went with:
DD 1 Heavy
FCS 1 Aiming
4x 2x5" 38 Cal D model
1.6" of Belt for now

Using this primarily in the no torp DD rooms. Took 3 torps and still sunk a Fletcher and got another to 100 DP before I was sunk myself.

For larger fleet battle rooms, I'd go with the setup that Papajohns listed as torps are almost a necessity anymore.
