If things were simple we would be looking for Sailor Ratings like this.
(and not so simple in (brackets)
Bridge Operator 15 (Restore Repair Engine of 11 11 11)
Gunner 12 Accuracy 11 Reload
Torpedo 12 (Reload of 11)
AAW 12 (Reload of 11)
Restore 12 (Repair Engine of 11 11)
Repair 12 (Restore Engine of 11 11)
Engine 12 (Restore Repair of 11 11)
Scout - Aircraft 12 (others do not matter)
Fighter - Fighter 12 (Aircraft 11)
Bomber - Bomber 12 (Aircraft 11)
Seaman - (Potential, Accuracy, Reload, Torp, AAW, Restore, Repair, Engine, how about Aircraft?)
Now here are the questions:
1) Where do you see evidence the a Bridge Officer with 15 10 10 10 in Restore Repair Engine, all things being equal has a higher AFFECT than a Bridge Officer of 15 8 8 8?
2) Where do you see evidence that for Restore that Repair and Engine matter? (same for Repair being Affected by Restore and Engine, and Engine being Affected by Restore and Repair)?
3) I see that Gunners, and AAW, and Torpedomen would want to be 12 (in accuracy for Gunners) and 11 in reload, but is this really work for all 3? Does Accuracy Affect AAW and Torpedomen?
4) What does Aircraft actually do? Is it rate of being shot down? Is it Line of Sight? Is is speed of lauch? I have seen people recomending Aircraft 12 and Bomber 10 not the reverse for Bombers. I know this is all relative but all things equal if you rolled perfectly what are the correct highest possible for each?
5) And Seaman - I tossed an all 10 10 10 10 10 10 10 with an 11 in potential when i read somewhere that Potential matters.
