1) Drill Trainers

2) Airlift Force.

3) Landing Force.

4) Accountant.

5) Maintenance.

6) Ground Crew.

7) Medic.

Other than these 6 sailors, all sailors are activated.

out of curiousity, do you happen to know exactly what these sailors do?

I am doing well but I have a few lvl 17 to 20 sailors (not a big fan of torps so I have extas) and might promote them since they will sooner or later be active.

they seem fairly self explainatory but just want to make sure.

my advice is to just not convert your sailors to any of these inactive sailors for obvious reasons
