Coincidence or Conspiracy?

So my clanmate and me may have accidentally stumbled upon the determination for neutral stats: time. Me and Richthofen were both recruiting sailors at the same time when I reacted to a new guy on TS and said his stats, and he said that he got the exact some ones at that very moment. So I read off the abilities and everything was the same. Here are the screenshots to prove. We had no way to prove time, so you'll just have to trust us. Even if it was at a different time, what is the chances of having the exact same stats.

you can have whatever sailor u feel like in any ship..they just wont be able to use the weapons...they'll still earn XP..so im guessing hes tw on a somers and training new crew
