2nd Seaman

What do I look for when creating one of these and what does it do. Do I want it to have high potential, or great +12 stat somewhere, or do I want it to be 10's in all areas? I read somewhere that these are considered support guys, but I also read that they increase the ability of everyone on the ship.

Please, some information on what these sailors do would be appreciated. It would help me figure out what im looking for when creating them.

Thats a bit debated....

I know for sure:
+Decreases time for torps to reload
+Increases repair/restore/engine overheat rate
-Doesn't increase BO sight range

the seamens are supposed to increase EVERYTHING....but Korean tests say differently

why doesn't 2nd seamans stats grow :confused:

i dont mean why not increase in growth but seaman has ability stats of lvl1 sailor..
