ok I have only every see this guy in a jap torp ship so not sure how he got an independence also the radioman displays his rank as chief warrent officer not the 3 bar rank his BO obviously has??
im confused he could be hacking, equally i just could have not been paying attention while he was in american ships

EDIT: note im not sure he is hacking or anything like that it was just curious that when i checked his rank in radioman it wasnt the same plus i had never seen him in US ships before now
